Duties of Officers and Board of Directors
1. President:
The President shall be responsible for conducting of affairs of Salem Youth Baseball and for executing the policies established by the Board of Directors.
He shall present a report of the condition of the League at regular meeting s and at such other times as he or the Board shall deem appropriate. He shall communicate to the Board such matters and make suggestions as may, in his opinion, tend to promote the welfare of the league.
He shall be responsible for the conduct of this organization in general conformity to the policies, principles, and regulations of any and all of Salem Youth Baseball’s current chartering organizations, as agreed to under the conditions of the charter issued to Salem Youth Baseball.
He shall be responsible for the enforcement of any local league policies approved by the Board of Directors. He shall carry out the stated and implied intentions of the Board in all matters.
He shall have the power to assign any regular member to at least one committee during his term. This assignment can be made for contracts and leases that have prior approval of the Board of Directors.
He shall, in order to conform to the requirements herein stated, have the authority to suspend any member, playing or regular or appointed, at any time he deems it in the best interest of the League. If such suspension is to exceed 2 games or he w ishes to discharge the person, then he must receive the concurrence of the Board of Directors except as otherwise specified above in Article IV paragraph 1D. Such concurrence shall be a majority vote of the members of the Board of Directors present.
The President must comply with all mandatory rules required by any of the organizations that Salem Youth Baseball is currently granted a charter by.
He shall be a member ex-officio of all committees.
He can authorize 2 individual purchases per month, for up to $500.00 each for applicable league activities without prior Board approval. The above restriction shall not apply to any expenditure that is for the repair or maintenance of league owned property or equipment or in any case where the preservation of the safety of the members of the league or the property of the league requires immediate attention. The President cannot authorize the expenditure of any funds to any business in which he / she has a direct or indirect ownership position or is owned by any immediate or extended family member without the review and approval of the board, except that this restriction shall not apply to administrative or umpiring reimbursements.
It is the duty and responsibility of the President to insure that the League meets all statutory requirements. No later than February 15 of any calendar year, the President shall insure that the League’s Federal Income Taxes are filed via IRS form 990. The President is responsible for signing the Tax Return on behalf of the league.
2. Vice-President – Little League:
Assist the President in conducting all day-to-day activities of individual Little League activities.
Responsible for coordinating and assisting Little League Directors in the daily operations of they’re respective leagues.
Responsible for reviewing and approving the scheduling of all Little League practices and games, including make-ups.
Responsible for coordinating along with the Tournament Director, the selection of Little League All Star and tournament teams.
Coordinates and20schedules all training and clinics for Little League managers and coaches.
3. Vice President – Babe Ruth:
A. Assist the President in conducting all day-to-day activities of individual Babe Ruth league activities.
B. Responsible for coordinating and assisting League Directors in the daily operations of theirrespective leagues.
C. Responsible for reviewing and approving the scheduling of all practices and games, including make-ups.
D. Responsible for coordinating along with the Tournament Director, the selection of Babe Ruth All
Star and Tournament teams.
E. Coordinates and schedules all training and clinics for Babe Ruth managers and coaches in
conjunction with the Vice President Little League.
4. Vice President Treasury & Administration
He shall be custodian of all League funds and finances and except as provided below shall sign all checks made out in the name of Salem Youth Baseball. Checks in excess of $5,000 USD shall require the dual signatures of a duly authorized Executive Board Member.
He shall dispense League funds as approved by the Board of Directors with such authority.
He shall report on the status of League funds, keep all the League’s books and financial records, as well as insurance records.
The Vice President Treasury and Administration shall establish any and all accounts necessary to manage the finances of Salem Youth Baseball Inc.
In support of the League’s fundraising activities, the Vice President Treasury and Administration may, as necessary, establish a special disbursement account only to support fundraising activities. The Vice President shall obtain signature authority for all Executive Board Members on the Special Disbursement Account.
Any member of Salem Youth Baseball making purchases in the name of the League shall submit paid expense vouchers to the Vice President Treasury and Administration, or in such event of a charge to the League, shall advise the Vice President Treasury and Administration that such charge is forth-coming. All expenditures are subject to the prior approval by the Board of Directors with the exception of the authority granted to the President above.
The Vice President Treasury and Administration shall obtain a signature card in both the President's and Secretary’s name that will be20held on file at the bank to be used by the President and or Secretary only in the absence of the Treasurer or in cases where a dual signature may be required to manage the League’s general management accounts.
The Vice President Treasury and Administration will ultimately be responsible for blockhouse operations and maintenance. On an annual basis as may be required, the Vice President Treasury Administration and Blockhouse Manager will review and update the Standard Operating Procedure manual for the blockhouse. In addition, they will insure that all equipment has been maintained as required.
5. Secretary:
He shall keep all minutes of meetings, records of attendance, and be the custodian of decisions and actions at all regular Board of Director Meetings.
His records shall be the final source of information in any and all decisions.
He shall remind all members of past actions, agreements, and decisions as may be required during his tenure.
He shall be responsible for notifying all members of the20Board of Directors of all regular and special meetings.
He shall notify all regular members, via mail, e-mail, phone, via the League’s publicly accessible website or through the newspapers of regular and special meetings. If appropriate and efficient, the Secretary may delegate notification by electronic means to the League’s Information Officer.
He shall be responsible for all general correspondence between Salem Youth Baseball and all outside sources with the exception of any correspondence to Little League, Inc., which is done by the President.
Maintain a membership roll of current regular members.
He shall pass on the records of his tenure to his successor so that the League can maintain archival records of all decisions.
6. Executive Advisor
Assist the President in conducting all day-to-day activities of the league.
Provide any expertise on any past practices, procedures and the rational=2 0behind them for the purpose of enhancing the goals and objectives of Salem Youth Baseball.
He shall act as an active participant on any special committee(s) that are organized to fact find, prepare for, or generally enhance in any way the goals and objectives of Salem Youth Baseball.
Must have been an active member in good standing of Salem Youth Baseball Baseball’sExecutive Board for a minimum of 1 year, preferably, but not limited to, a Past President.
7. Player Agent:
He shall be responsible for maintaining all records pertaining to all playing members of the League.
He shall be responsible for all phases of registration, try-outs, draft selection of players, assignments, team rosters, birth certificates, and eligibility of all playing members.
He shall serve as a member of the Protest and Rules Committee.
He shall approve any transfers from Minor League to Major League in order to maintain all Major League Teams at a full complement.
He shall have the final voice in questions pertaining to the registration, eligibility, and assignment for all playing members.
He shall approve, along with the President and the Board of Directors, the discharge or other removal of any playing member made by a manager.
To protect the best interest of the league and its playing members, on an annual basis, the Player Agent reserves the right to restrict the number of players of a certain age to participate at certain league levels. This will be done in consultation with the League President and the Executive Board of Directors.
The function of the Chief Information Officer will come under the Player Agent.
